Bonneville-Hood River Transmission Line Rebuild (DOE/EA-1981)
Multnomah and Hood River counties, Oregon

PROJECT DESCRIPTION:
Bonneville Power Administration (BPA) is proposing to rebuild portions its 23-mile long, 115 kilovolt Bonneville-Hood River transmission line and an associated tap line which is located between the Bonneville Powerhouse at Bonneville Dam in Multnomah County, Oregon and BPA’s existing Hood River Substation in Hood River County, Oregon.  Portions of the transmission line and the tap line are in poor condition due to normal deterioration.  In addition, many of the existing roads and foot trails used to access the transmission line are in poor condition, and there currently is not access to all of the line’s existing transmission structures.  BPA is proposing to replace the aged wood and steel lattice H-frame structures and other line components along the line and tap, and to improve its access road and trail system. 

BPA has prepared an environmental assessment (EA) pursuant to regulations implementing the National Environmental Policy Act (NEPA), to assess the potential impacts of this proposal on the environment.  The EA discusses the line rebuild, as well as a no-action alternative in which the line is not rebuilt and current maintenance practices continue.  The EA also describes anticipated impacts to natural and human resources and includes mitigation measures that would help avoid or minimize impacts. The draft EA was released for public review and comment on September 29, 2016; comments were received from ten entities. During this process, BPA has, and will continue to, work with landowners, tribes, federal, state and local agencies, and interest groups.

CURRENT STATUS:

BPA is preparing the final EA. The final EA will contain responses to the comments received during the 2016 public comment period, as well as minor revisions to incorporate the latest project design updates. BPA is also assessing damage to the transmission line and access road network resulting from the Eagle Creek. However, at this time BPA does not anticipate any changes to the proposed action as a result of the fire.
