‚ÄčBonneville-Hood River Transmission Line Rebuild (DOE/EA-1981)

The Bonneville Power Administration (BPA) is proposing to rebuild its 24-mile long, 115 kilovolt (kV) Bonneville-Hood River transmission line. The existing line runs between the Bonneville Powerhouse at Bonneville Dam in Multnomah County, Oregon and BPA's existing Hood River Substation in Hood River County, Oregon. The line was built with a combination of wood and steel H-frame structures in the late 1930s. Most of the structures are now physically worn and the line needs to be rebuilt in order to maintain reliable electrical service, avoid risks to the public, and ensure worker safety.

The project would include replacing structures and conductor (wires), improving access roads, and constructing new access roads or trails where needed. Most structures would be replaced in the same locations with similarly sized wood-pole H-frame structures. However, structures that are in steep areas, where access is difficult, would be replaced with single-pole steel structures. There would be no changes in line operations; it would continue to operate at 115 kV.

To understand the potential environmental impacts of this proposal, BPA will prepare an environmental assessment (EA) following the procedures of the National Environmental Policy Act (NEPA). The EA will study the line rebuild, as well as a no-action alternative in which the line is not rebuilt and BPA continues to fix the line on an as-needed basis. The EA will describe anticipated impacts to natural and human resources, as well as mitigation measures to help avoid or minimize impacts. During this process, BPA will work with landowners, tribes, federal, state and local agencies, and interest groups.

BPA sent a scoping letter to the public on March 4, 2014 requesting comments on the scope of the project. A public meeting was held in Hood River on March 20, 2014. The comment period closed April 21, 2014. Comments will be posted in their entirety on the comment webpage.
