The Bonneville Power Administration (BPA), the U.S. Army Corps of Engineers (Corps) and the Bureau of Reclamation are proposing to enter into a new 10-year Columbia Basin Fish Accord with the Kalispel Tribe of Indians through a Memorandum of Agreement (MOA). If the proposed MOA is signed, the Kalispel Tribe will join an existing group of three states and five tribes that are partners with the federal agencies under the Fish Accords, working together to help fish and wildlife in the Columbia Basin.
The proposed MOA will provide substantial benefits for Endangered Species Act listed and non-listed fish and habitat including bull trout, westslope cutthroat trout, and mountain whitefish among others in Lake Pend Oreille and the Kalispel Tribe's Reservation along the Pend Oreille River about 55 miles north of Spokane, Washington.
The Tribe, Corps and BPA share an interest in operations at Albeni Falls Dam and protection of the natural resources of the Pend Oreille River and its tributaries. The proposed MOA includes provisions on the operations of Albeni Falls Dam upstream of the Kalispel Indian Reservation as well as funding for on-going, expanded and new fish and wildlife mitigation projects (approximately $39.3 million over 10 years).
BPA assessed the environmental impacts of this proposal finding it to be consistent with the Preferred Alternative analyzed in BPA's Fish and Wildlife Implementation Plan Environmental Impact Statement (EIS) (April 2003) and selected the proposal for implementation via a Record of Decision (ROD) (October 2003).
BPA sought public comments on the proposed MOA. The 30-day public review and comment period ended August 1, 2011. BPA posted all comments in their entirety on the Kalispel Memorandum of Agreement comments page. After analysis and consideration of the public comments, the BPA Administrator issued a ROD (July 2012) to enter into the proposed MOA.
