Bonneville Power Administration (BPA) is proposing to provide interconnection services to Iberdrola Renewables, Inc. (Iberdrola), for Iberdrola’s planned Juniper Canyon II Wind Project (Wind Project) in Klickitat County, Washington. Iberdrola has requested that BPA allow interconnection of its Wind Project to BPA’s Federal Columbia River Transmission System (FCRTS) at an undetermined location near the Wind Project. To provide the interconnection, BPA would enter into a Large Generation Interconnection Agreement (LGIA) with Iberdrola and would build an approximately four-acre substation to accommodate necessary interconnection equipment.
The siting of Iberdrola’s 101 megawatt (MW) Wind Project is under the authority of Klickitat County. Accordingly, Iberdrola applied to Klickitat County for an Energy Overlay Zone (EOZ) permit authorizing construction and operation of the Wind Project, and Klickitat County issued this permit to Iberdrola on Oct. 13, 2010. Through its permitting process, Klickitat County approved construction and operation of up to 67 wind turbines and related facility components (including substations, operations and maintenance buildings, meteorological towers, access roads, and aboveground and underground transmission lines) for the Wind Project. Iberdrola’s Wind Project will have a peak generating capacity of up to 101 megawatts, which is the amount of electricity that Iberdrola has requested to interconnect to the FCRTS. The EOZ permit allows Iberdrola to install 1.5-MW turbines, although Iberdrola is now considering using 2.0-MW turbines which would reduce the required number of turbines to 50.
Iberdrola’s Wind Project will be located on private lands and one state-owned parcel about 2 miles southeast of the town of Bickleton. Iberdrola will build, own, and operate the Wind Project. BPA does not plan to purchase any of the power produced by the Wind Project.
BPA has previously sent a letter to the public describing its limited actions related to Iberdrola’s Wind Project and collected comments on the proposed interconnection. A public meeting was held on August 5, 2010, in Roosevelt, WA to present project information and receive public input. BPA will consider these comments in its environmental review of this proposal, which is ongoing.
