PROJECT DESCRIPTION

The Bonneville Power Administration (BPA) rebuilt its Grand Coulee-Creston No. 1 115-kilovolt (kV) Transmission Line between the cities of Coulee Dam in Grant County and Creston in Lincoln County, Washington. The project included replacing all wood-pole structures (including poles, cross arms, cross braces, guys, anchors and insulator assemblies) and conductor (including groundwire and fiber communications), improving existing access roads, and developing temporary access roads. The rebuilt line continues to operate at 115 kV.

The schedule for the environmental review was as follows:

1st Scoping comment period December 14, 2012 to January 24, 2013
Public scoping meeting January 9, 2013 in Coulee Dam, WA
Public scoping meeting January 10, 2013 in Wilbur, WA
2nd Scoping comment period February 25, 2013 to March 27, 2013
Public scoping meeting March 13, 2013 in Wilbur, WA
Draft EA comment period December 16, 2013 to February 3, 2014
Draft EA meeting January 7, 2014 in Coulee Dam, WA
Draft EA meeting January 8, 2014 in Wilbur, WA
Final EA May 27, 2014
Finding of No Significant Impact May 27, 2014

CURRENT STATUS

BPA issued the final EA and Finding of No Significant Impact for the project and has decided to proceed with the Proposed Action. BPA rebuilt the Grand Coulee-Creston No. 1 115-kV transmission line as described in the final EA. The final EA provided responses to comments received on the draft EA and included revisions to the EA text. Based on the EA analysis and mitigation measures to help lessen impacts, BPA found that the Proposed Action will not cause any significant impacts, and, therefore, an environmental impact statement will not be prepared.

Project construction has been completed.
