Post-2028 REP

BPA implements the REP under provisions of the 2012 REP Settlement (REP-12) until contracts expire in 2028, at which point new agreements will dictate its execution. Historically, BPA’s implementation of the REP has been contentious until REP-12 settled long-standing litigation providing the region relative stability in the program. As we look ahead to post-2028 structuring new REP agreements will require regional collaboration with the goal of implementing the program in a sustainable manner compliant with the 1980 Northwest Power Act. In Nov. and Dec. of 2021, BPA provided REP background workshops to public utilities and investor-owned utilities, respectively, and will kick-off initial regional engagement workshops in the fall of 2022 which will continue through late-spring 2023.
