Request for Offers

BPA is acquiring firm energy for fiscal year 2026 (Oct. 1, 2025 – Sept. 30, 2026) and issued a request for offers to solicit offers from qualified sellers.

The offer period ran from June 11, 2025 through June 25, 2025.

BPA released a Request for Offers (RFO) on April 22, 2025, with the intent of acquiring power to serve a portion of its Southeast Idaho public utility customer loads.

BPA’s RFO to acquire power to serve Southeast Idaho customers is consistent with BPA's contractual obligation to provide reliable, low-cost service to its preference customers. This RFO is a continuation of BPA’s strategy to provide interim service to Southeast Idaho customers until the Boardman to Hemingway project is complete.

From April 11 to May 11, 2022, BPA accepted offers to purchase, from BPA, up to 200 MW of wholesale energy. The energy was made available to purchase for the periods November 2022 through March 2023, and June 2023 through September 2023.
