Think of SCD as a transactional fee for every transmission schedule touching the BPA BAA.

Scheduling System Control and Dispatch

SCD (Scheduling, Control & Dispatch) is essentially a service fee charged to users of the FCRTS to cover costs associated with the systems to support scheduling transmission, systems and services supporting the operation of the Balancing Area and systems and services supporting the Dispatch Center. These services are required and associated costs are applicable to anyone scheduling transmission through, out of, within or into the BPA BAA.  This service is provided by BPA as the official Transmission Provider and cannot be supplied by a third party.

In other words, when a transmission transaction is scheduled, there is a small army of systems-backed personnel that exist to ensure that the transaction can be completed without compromising reliability or the integrity of the FCRTS. The Transmission Customer must purchase this service from the Transmission Provider or the Balancing Area operator.
