Commercial customers often lack the staffing resources to identify, develop, and implement energy-saving opportunities. BPA’s Energy Project Manager (EPM) measure was designed to help utilities offer a structured process to assist those customers with overcoming this resource barrier by providing support and incentives.

This measure requires a dedicated facility employee or contractor (known as an EPM) that is responsible for achieving an energy savings goal that may include specific milestones during a single or multi-year plan. 

EPMs are accountable for developing a written EPM Comprehensive Site Plan for one or more sites. Each plan must outline the implementation of electrical energy efficiency projects for an eligible site, which may consist of a single building, facility, municipality, or it may include multiple contiguous buildings (e.g. a medical complex, educational campus or district). Eligible projects must be completed on or after the EPM commencement date.
